Grunt work! Brute strength! Usually, we "gravel mine" from stream and creek beds to bring loose gravel up for some sections and find local large rocks, small boulders that can be carried in "rock blankets" by four to six people to set as stepping stones in wet, muddy sections. That's trail hardening.

People walk in carrying tools such as hoes, shovels, bow saws, loppers. Water bars and channels are cleared of debris usually lots of wet leaves.
Dix-Round pond for instance has lots of water bars and also has channels that run along side turnpiking(elevated trail packed with gravel).
Some of the group works on clearing out deadfall over the trail.

Usually we dig sand and gravel from a brook or pit, carry it in buckets, and fill the wet areas in the trail. Sometimes we set large rocks in place along with sand/gravel.
