Does anyone know what kind of tools we might for the first work party. I know we are going to need fall protection, what about cordless drills or hand tools?

I will let you know when I look at the plans.
My initial though is that we will need mostly sockets/rachets and renches to remove and reinstall the bosts holding on the stairs.
We had thought about transporting a small generator to the top.

As for fall protection. For those working on stairs, I think a simple climbing harness should suffice. Plus a small length of rope (5-6 feet). Plus 2 locking carabiners. That way you can tie "clip in" to the tower when working, so if you slip, you'll be protected from a full on fall.

Also, for anyone with hand tools, they will each need a small length of rope. It's real easy for tools to fall our of your hand and if we can tether the tools to our wrist it will 1) prevent falling metal wrenches that could be a significant hazard to folks below, and 2) save a few trips up or down to get dropped tools from the ground.

Alistair will be the ultimate determiner, but these are the things we discussed.

May I suggest that hand tools be tethered to one's harness.

Convenience:
More than one hand-tool can be clipped to your belt and expedites access. It also permits quick exchanges of tethered hand-tools from one person to another.

Safety:
Should you fall, there's a risk of a tool, tethered to your wrist, wedging in the tower's superstructure and immobilizing your arm (or worse). In addition, attached to a flailing arm, it becomes a tethered projectile whose radius includes your head.

EXTRA batteries. And make sure they fit in the tools BEFORE you go. And make sure they are fully charged. Don't ask me how I know.

I'm new to the site, but this looks like a great project. I used to climb cell/communication towers as an installer. I'm quite experienced with working at heights, and would love to help. I was OSHA certified, but I believe you have to recert every year. I also might (might) be able to round up 2 full body harnesses, and appropriate biners, safety stuff etc. (I don't do that kind of work anymore, but I might be able to borrow stuff on a weekend) I've read all the forum posts, but I haven't seen any suggestion of a work weekend yet. Maybe I'm too new, and you guys did this already in early May?

Welcome, Maverik. It sounds like you're a good person to have on board!

The initial inspection (DEC and Foundation members) has been done, but no work has been done on the tower yet. We are still waiting to hear from DEC as to a date.

Correct ..... Mavs00 and I had communication with the DEC earlier this week and as yet they have not evaluated the structural integrity of the tower footings.

We do not want to perform any repair work only to find that the structure is unstable and ultimately will have to be removed.
